Why Ontario Projects Need Canadian-Listed Fire Protection Equipment
The Ontario Building Code (OBC) 2012 (with subsequent amendments) governs fire protection design in Ontario. Division B, Section 3.2.5 adopts NFPA 13, NFPA 14, and NFPA 20 by reference for sprinkler systems, standpipes, and fire pumps. That part is identical to American practice. The critical difference shows up at the submittal stage: Ontario AHJs — including Toronto Fire Services, Ottawa Fire Services, and every municipal fire department across the province — require products listed by a Standards Council of Canada (SCC) accredited certification body.
UL Listing alone, without parallel Canadian evaluation, does not satisfy this requirement. That’s why Ontario specifications should name cULus Listed or ULC Listed products explicitly — the “c” marks Canadian acceptance. What Makes an Ontario Fire Protection Submittal Defensible
Four disciplines keep Ontario submittal packages clean and reviewer-friendly:
Name the listing explicitly. Don’t write “UL Listed.” Write “cULus Listed to UL 1091 and CAN/ULC-S543” — the precise standard reference tells the AHJ exactly what was evaluated and by which certification body.
Include the listing card in the package. A manufacturer data sheet is not proof. The listing card — issued by UL, ULC, Intertek ETL-C, or CSA — ties a specific model number to a specific standard and is the document the reviewer will ask for if anything is unclear.
Specify FM Approval separately when the insurer requires it. FM Approval is not implied by cULus Listing. If the project is insured by FM Global, add “and FM Approved” as a separate spec line.

Ontario Building Code Fire Protection Highlights
A few OBC provisions drive the majority of Ontario fire protection product selection decisions:
- OBC Division B 3.2.5.12 — Standpipe and hose systems required in buildings exceeding three storeys in building height or with a building area exceeding specified thresholds. Drives NFPA 14 Class I standpipe demand and fire pump requirements.
- OBC Division B 3.2.5.13 — Sprinkler systems required in most occupancies above defined size or storey thresholds, and in all Group A, B, and C major occupancies above specified limits. Drives NFPA 13 compliance, cULus Listed butterfly/gate valves on risers, and tamper-supervised isolation valves.
